Is there an offline functionality for Jot?

If your aim is to allow users to submit your forms offline, then no, that can't be done. An active connection to the internet will always be required to submit a form.
On the other hand, if you're asking whether you can build forms while not connected to the internet, then yes, our FORM BUILDER sports an offline feature where you can continue making changes even while offline. As soon as you connect to the internet, the form builder will automatically upload all your changes.

a form offline, or if they filled it out offline, if there was a function
that allowed it to capture the submission and then upload when an active
connection was available.

Basic forms can be converted to fillable PDF format:

Fillable PDF forms can be filled in offline, then submitted when an internet connection is present. They are much more limited that web forms in functionality, but can be used in times where a solid internet connection is not available.

What happens if a person clicks the submit button if they aren't online? Do they get an error?

If there's no internet connection, they still won't be able to submit it even in PDF format. The idea is that the form (any form even built outside JotForm) will never be submitted online unless the respondent is connected to the internet.
