Why are we unable to add a form to our Facebook page?

I have several times to tried to add a jot form tab to Facebook, but keep getting the following error message:

This page does not have permission to install the custom tab.

Help?

It seems like Facebook is limiting this, only pages with more than 2,000 followers can add custom tabs, note that this is a change implemented by Facebook and not by Jotform.
