Incomplete payments are very awkward.
Can I send a link to someone whose payment is incomplete so they don't have to re-enter the entire form?
(I asked elsewhere how to prevent submission without payment if they've chosen to pay by credit card)

You need to manually complete the submissions in order for the user to be able to edit and resubmit the form.
Once done, you will receive a notification email with the edit submission link at the bottom. You can send this link manually to your customer.

not pending, and mark as completed, and then send them the “edit” link so
they can make the payment?

If you want to your users to edit the form without them entering the values again, you need to complete the submission and let them finish the Payment Process.
In a way, yes because you will need the edit link in the email notification for them to be able to resubmit the form without re-entering all the values again. The only way you will receive the email notification is by completing the Incomplete Payment.
Do note, that Incomplete Submissions that are completed manually doesn't count as 1 payment.
