I see that you are signed up for a Premium account. If you have signed up for this subscription you will be charged regardless of your use.
How it works is:
You can choose your plan according to your needs.
If you expect to receive more then 100 submissions per month you can sign up for a Premium account.
If you don't expect to receive more then 100 submissions per month, you can use ALL the features and support that JotForm offers. When you are close to your limit you will receive a warning letting you know that if you surpass the limit of your account your forms will be dissabled. You have the choice of upgrading or downgrading at any time.
So, in your case, you had made the choice of a Premium account and that is the reason you are being billed. You can downgrade if you feel 100 submissions are enough for your needs and simply upgrade when you feel necesary.
