No matter how may times I change the email alert recipient to firstname.lastname@example.org and I send a test - it keeps coming to me at email@example.com. Can I have it come to both?

Did you just used the test button to test your form? If yes, then the test submission would only be send into your account email address not on your form's recipient. I would suggest you to test your form on a regular submission.
