It seems you're referring to this form https://www.jotform.us/form/61103984582155, the button you're referring to is a collapse tool, the form does not jump to the bottom when you option the section, instead it scrolls the collapse section to the top of the browser, this allows the submitter to easily see the content the collapse tool contains, otherwise the user would just open the section and would have to scroll to view the entire content. 

Now, on your form it gives the impression that it scrolls to the bottom since the content inside the collapse tool is not too long. 

If you add more text or elements you will see how the form attempts to display the entire elements. 

Now, if you want to avoid this behavior you will need to add the "?nojump" parameter to your form URL, example: https://www.jotform.us/form/61103984582155?nojump
