Could I add Users with different rights to view but not delete the records in Submissions?

I would like to know whether I could add Users with read-only and download to Excel access to view the records in Submissions?

Is your question related to sub-account users? If so the answer is no. If the give the View and Edit Submissions access to the sub-account users, they will also be able to edit submissions and delete them. 

However, you can create an Excel report and provide it to your users or you can share the submission page.
