In the Free option, what does it mean that I get 10 payments/month?

Thank you for posting your inquiry, stressinc.
Getting 10 payments/month simply means that if you have set your form to be an order/purchase form with Payment integration such as Paypal, you are allowed to receive up to a maximum of 10 payment submissions per month.
Please let us know if you need further clarification.

Is there a way to be automatically charged the monthly fee from JotForm if I go over, and not charged if I don't?

Unfortunately, there is no automation of charging for a subscription fee once you have reached the limit for the month as this can tend to be an issue with the owner of the financial account. But the system will send you an email that you have reached the limits for the month and ask you for an upgrade.
You can also upgrade or downgrade your subscription anytime. Downgrading is easy, you can either do this on the account settings page with a few clicks of a button or you can just inform us and we'll do it for you. And once you downgrade, your account will stay Premium until the time that you have paid for expires. Example is if you have purchased for a subscription today, then decided that you don't want to renew, you can cancel it after the purchase. Your account will continue to stay Premium and then will automatically downgrade after 30 days.
In my opinion, I believe that 10 payment submissions would be good enough for using a service for free. For just as little as 9.95 you can receive more, up to 1000 submissions. Our Premium subscription is also one of the cheapest compared to other competitions.
Please let us know if you have further questions or concerns.
