How can I share a JotForm with a different user?

I am not sure if I have understood your question correctly. Do you mean to say that you want to share your form with another user to edit the form and view submissions as well?

Yes it is possible to achieve your requirement by taking advantage of our sub user account feature. You can add sub-users in account and then share the desired form with appropriate permission.
