Hello - is the upgrade charged per calendar month or per 30 day period? EG If I upgrade today, do I pay the full month of July?

Subscriptions are 30 day periods.  If you upgrade today, the subscription would be active 30 days from today.  Account limits, however, reset on the first day of each calendar month for all users, regardless of when any subscriptions are added.

Correct. The form views/submissions/payment submissions counter will be reset on the first day of the following month.
