Required sections of form can be submitted emrty, why?

Hi I have forms and on every form, there are required sections but for some reason, someone filling the forms out is able to skip some of the required sections. I don't understand because it is set that they are required and not to let the form be submitted without those sections filled in. How can this be fixed?

I have checked your form and it appears that you have a conditional statement to require some fields when the Name field is empty. Please note that the fields will be only required if this condition is met. This means that if user has filled the Name, further fields will not be required:

As you have required the fields via field properties, I can suggest to remove the conditional statement.
