Too many requests error message

    when someone try to submit my form he get this

    Too Many Requests.Sorry! Rate limit exceeded. Try again later. !! 

    what is the problem. i want to remove this option from my form

    I have encountered this issue before, it was resolved. and the problem came up again. Can you kindly disable the limit exceed error from all my forms in my account.
