Last month, I renewed and prepaid for a 2 year plan. JOTFORM does not process my payments. I use a 3rd party payment system and NEVER HAD ANY PROBLEMS.
What happened???

Your account is over the limit. I checked your account and it is a Bronze plan which can receive up to 10 payment submission per month.
Upon investigating your account, you have now 19 payment submission for this month. That's the reason why you're seeing the "You're out of Payment Submission Limit" to your account.
If you want to increase your payment submission limit, please upgrade your account. You can also wait for the monthly limit reset that happens every first day of the month.
