My form (https://form.jotform.com/81154808563157) is giving users an error message about their needing to contact the form owner due to an "Invalid PayPal Account." My form is not collecting funds from anyone and does not request any PayPal account information. Why would this error message be preventing the completion of submissions?

Your form is using a PayPal payment field but the PayPal account email address isn't entered:
If you want to use a payment field but not require payment through a payment processor, use a purchase order field instead:
If you delete the PayPal field and replace it with a purchase order field, the products will carry over to the new field.

I did not attempt to set up the form through PayPal, that was a default and the only option that I have access to. All I am trying to do is collect information on orders not collect payment. If I include an email address associated with my PayPal account will the form attempt to collect funds?

Including a PayPal email address in the field would attempt to charge users and at the very least redirect them to PayPal. If you do not want to charge the user, switch to using a purchase order field as previously recommended.
