so far I have 2 people who have registered and I do not see any notification in my paypal, there is only one submission showing (it says two, but one was my test submission that I sent myself) and I know there were two because I saw one a few days ago and it is no longer there. now there is a different one showing. but for both i dont see payment information from them on this website or on my paypal. they both said payment is pending, but when i try to select 'complete submission' nothing happens! This is starting to seem like a bogus program. Please advise asap!!!

If you see the submission under the Incomplete Payments, it usually means that the user decided not to pay after redirection to the PayPal website.
I would like to recommend you to check the following article to find out some more information on it:
'Complete submission' will move the submission to your form entries (and run form email notification for that submission), but it will not force the payment.
