I have received a notification saying somone in Turkey has submitted a form, but there is no submission listed in that name (not even an incomplete one) , and no payment has gone through...

It seems that the notificatino you have received could have been for a test of some sort.
The name on the submission is that of one of our developers who currently is located in Turkey.
It may be that he used a clone of your form (for testing purposes), explaining why you can not see the submission on your account.
Have you asked for assistance on this form lately?
