Is it possible to hyperlink text that is in a response field on a form? For example, in a paragraph response format, is it possible to hyperlink portions of the response text?

Sadly, there's no way to insert HTML codes anywhere in the FORM BUILDER for security reasons, with the exception of TEXT FIELDS. You can use this field to display links to external sources when necessary.

Otherwise, if you're talking about the actual responses that your users will type inside your LONG TEXT ENTRY fields (e.g. allow them to type something and hyperlink it), then just change your the EDITOR MODE to RICH TEXT.
