the TEST ones come through, but not the submitted form.
I'm using a URL - not embedded version.

The TEST messages came through, but for some reason lag.. a rather long time (more than 20 mins) before reaching me.

I have checked and there seems to be no problems with that e-mail address.
Not that if you use the test tool on the e-mail wizard, the messages will only be sent to the address associated to the account.
If you wish to test other addresses, simply run a test submission.

Yes.. the test tool works.
but I'm not receiving the alerts after I send a submission from the form.
oh! nevermind! it works now!
