There are sometimes that user are testing the form notification by clicking on the "Test Email" button. Note that this feature will only send notification to your primary email address that is associated with your account. So to test your form notification, you have to submit an actual submissions to your form.

same email and just change the persons email for a response you would think
this would be it. a thread for just me and them. but when another comes
in....it's all part of the same thread. very confusing

I understand what you are refering to. I believe it is because the form notifications all will have the same subject. Even when they are directed to different people.
So basically your e-mail application sees all msgs from one form as the same thread.
Please try this suggestion and let me know if that helped!
