My form is not being sent to the email address specified. What did I do wrong?

You do not have a submission in the form, so I presumed you clicked the Test Email button in the email configuration. Please note that this button will only send an email to your primary email address. It will not send an email to the designated email address in the recipient box. To send an actual email, you need to preview the form and submit it.
