Is there a way to alternate emails from filled-out forms between 2 recipients equally?
like every other email going to agent#1 while the other half goes to agent#2 ?

It seems there is actually a way to do this. You could use a submission counter widget:
https://widgets.jotform.com/widget/submissions_counter
Then use conditional emails to send when the widget ends with 1, 3 ,5 ,7, 9 or with 0, 2, 4, 6 ,8.
One condition for each set. That way, odd numbered submissions send the email to one address and even numbered submissions send to the other.

don't really understand how to do this....can anyone help me set this up?

First, you should add the Submissions counter widget (https://widgets.jotform.com/widget/submissions_counter) to your form. Then you should create two conditions. You need to create "Change E-mail Recipient" type conditions. The first condition should send the odd numbered submissions to the first e-mail address. While the second condition will send the even numbered submissions to the second e-mail.
You can hide the Submission counter widget on the live form, if you want. So, it will not disturb your users.
