Can I set a Condition to a dropdown list in order to select from another dropdown list?

I'm not sure if I am asking the question correctly!

So the user selects a rating (see above).

Can I create Work Order and Comments (WOC) list or table as shown below and set a Condition to the Rating in order to select from WOC list?

As I understand, you want to insert text into the field "Comment" based on the "Rating" selection. Is this correct?
