We are housing a registration form under a work account and the group we are partnering with would like to have access to submissions from the form to be able to download into Excel. Could we share rights with this group just for this single form or would we have to give them our overall log in information to see the back house of this form?

You can add subusers under a parent account that will have either of these 2 privileges (or both):
1. EDIT FORMS
2. VIEW SUBMISSIONS
Each subuser will have their own respective accounts, separate from the parent or main owner. For your reference, here's a complete breakdown on how many Sub-Users you can add per plan:
Free = 1 Sub-User
Bronze = 3 Sub-Users
Silver = 10 Sub-Users
Gold = 100 Sub-Users
The guide I'm linking below discusses everything you need to know about sub-users in case you need them.

Feel free to ask for further clarification.

In a related question, if someone shares a form with me, what sort of abilities do I have? Can I clone that form?

In addition to my colleague's response, please note that sub-users are only available for enterprise and grandfathered users so if your account does not have a sub-user feature, you can not share forms with others.
However, there's a way to share your forms and share the submissions page to the other users.
For form editing - You can use the [Add Collaborator] feature to work with your co-workers in the form. Please note that any changes made by your co-worker will be saved immediately because they are editing the main form.
For Submission - Please refer to this guide: How to Share Form's Submissions Page

You can clone the form if their form does not prevent cloning.
