We have changed PayPal accounts
When we try to add new PayPal gateway details receive "you can only have one payment gateway" message
Where do I change these details?

Please note that one form cannot have more than one payment tool. Do you mean to say that you want to change the PayPal account you have used in your PayPal payment tool?
You need to just edit the existing payment tool you have added in your form and change the PayPal account email there. Please check the screenshot below:
