Is the only way to have a HIPPA compliant form to pay for the silver plan

I'm looking to make my form HIPPA compliant and I was wondering if I would be able to do this using the free version of jotform.

No, HIPAA is only available on the silver and gold plan, unfortunately, there is no other way to get the HIPAA feature.
