Can someone sign up without paying through PayPal

When I create a form and have option to pay with PayPal.  Can someone sign up and not submit payment through PayPal?

Yes. You can just set the PayPal field as not *Required field. 

The form respondent can the use your form without being required to go through payment option. I checked on your form and I see it was properly configured as is.

Payment is not mandatory on your form.
