Conditions issues with Show/Hide condition

I having issues with the scrollable terms and conditions hiding with conditions.

What is the issue with the short scrollable terms widget? 

I just tested it and it seems to work, you need to scroll down and read the text to be able to check the box:

Here's the result, the fields are not showing up since the age is higher than 18: 

No fields are showing up. 

If you continue experiencing issues, please provide more details about it. 

Scrollable field should not show up if the age is over 18 or equal to 18. It is still showing up. Please advise

This form still is not correct because if a person is 18 they are not
required to have consent. thats why its put in the rules as equal 18.
