    Is the issue related to all files or only some of them? I assume that you are using Google Chrome. There is a bug in Chrome version 73. It is already fixed in canary release of Google Chrome (Version 75.0.3759.4 (Official Build) canary (64-bit)), so it should soon be fixed in normal release, too. 

    For now, you can use any other browser to download your files.
