I created a registration form using required fields. I forgot to make one of the fields required so I went back in to the edit mode and made the field required and saved. I refreshed the registration form and tried to register twice without completing the required field and I was able to register without completing the required field!

Please test this link to your form. Tell us if you are able to submit the form with a required field being empty. I could not do so when I did the test on my end.
Please share also to us the URL of your website in case you embed the form on a website instead and not using its direct URL link.
Most of the time, this issue is cause by script conflict when the form is embedded on a website that have other scripts included on the web page (this scripts clashes with jotform scripts).

It is possible that there is replication delay issue that causes the form to not reflect yet the updates you did when you edited the form versus the live form. However, this seems to have been cleared already.
If I may suggest, please use now the direct URL I provided when you email your form links to your contacts.
