    I'm testing my clients account using PayPal sandbox, but oddly, I'm getting this message "

    That's an error on the Paypal's end. It's either the email isn't configured to accept payments or it could be due to incorrect Paypal settings. This solution might help https://docs.easydigitaldownloads.com/article/2030-paypal-error-things-dont-appear-to-be-working-at-the-moment

    The client has the PayPal Business Account. Would that make a difference?

    PayPal Business Account should work for integration. I think it would be better for you to check with PayPal support to see if account is correctly set up and not locked out for some reason.
