As Corcorance said, creating a condition based on radio button response IS possible and providing us with more details as to what you want to achieve and which form are you referring to, would be great for us to look into this further.

OK, maybe I'm not following the right process.
When I bring up the form, I click on "conditions" and when the condition pop-up comes up, then I click on "skip to a page or end of the form"
Then when I go into the screen to select conditions, it is not listing the question I'd like to create a condition on.

The radio-button question on the first screen is the one I'd like to base a condition upon.

Hello, I think you are pointing to the "Matrix field" with radio buttons on the form URL and not the Radio Field tool. I am able to recreate the problem and yes it does not show.
Here is what I observed after different conditions. You can not use Matrix field as a condition on any rule but you can use it as the effect or action. As from the illustration below I can use "Summary" which is your Survey Matrix Field and can only be found and chosen for the effect or receiver of the action. I can not find it for the conditions list. The illustration below used "show/hide a form field" rule just for the purpose of this explanation.
I will escalate this to our development team maybe they can find a fix or include the Matrix field for the conditions but I can not give you a proper timeframe for this. If more users demand for this same feature they could consider giving this a priority. Thanks.
