Is it possible to use a payment tool (like a purchase order or paypal, etc) as a summary of what is being purchased. So what I'd like to do is walk the client through the purchasing process asking questions and providing choices. Once I've gathered everything then I set the purchase order values to reflect their choices and present it to them (show) summarizing their purchase and allow them to make the payment. The payment gateway tools are just a little restrictive in how they work.

Good day! Our Payment Tools will ask you to provide prices and let your user pay after pressing "Submit" button (except Purchase Order).
I think, you can do this with our existing Radio Button or Check Box Field. But everything should be manually done, after you received the order, you will set them a price, email them back the summary and the option to pay.
