Is there a way to attach a file to forms for people to download. I have a medical release form i want people to be able to fill out. Can it be attached to the auto responder and/or can it be on the thankyou page? If not then can i attach it to the form itself?

Yes, you can use an auto responder to send the files that needed to be downloaded after filling out the form.
You could also create an custom url thank you page that direct to a page containing the file you wish your customer/client to download upon filling out the form.
For more details information on how to setup a custom url thank you page, please check the link below
