How Can I collect Credit card information?

I need to be able to collect credit card information securely that I can then use to enter the customers name and information into Square manually.

I need to create a customer in my square account so that I can run their card manually from square virtual terminal when ever the customer takes a ride.

You can achieve this using the Payment Authorization feature of Square payment.

You do not need to collect payment but you can get the account details of the payee already (i.e. CC details and billing info).
