Can I create forms on my pc and edit them on mobile app?

Can I create the forms etc on my PC then use them on the app? Can I also edit a mobile form?

You will be able to see the forms created via website in mobile version on your app and your form users will be able to see the form in mobile version if they try to fill it via their mobile devices.
