How to limit the total number of participants for an event jotform

I have events that only allow a limited number of people.  I want registrants to be able to sign up more than one person, but we have to have a cap on the total amount.  I know I can limit submissions, but that doesn't help when people are registering more than one person.

For example,

Event has a 20 person limit

Registrant 1 says 4 people are coming. 

Registrant 2 says 3 people are coming.

How do I get the system to count those 7 people and not the 2 submissions?  And how can it stop taking submissions once it reaches 20 people?
