Do you have to be a license user to fill out a form on the App if you have the link?

I would like to send a reimbursement template out for people to use when they need to get reimbursed.  Would be great if they could keep the template in the App and use when needed so they can easily snap a picture of their receipt, attach it to the form and then submit.

You can easily share the form to your users by adding them as an assignee to your form so they can access your form when they log in to their assigned account on the JotForm mobile app.
