How do I allow one user to submit the same form more than once?

You can set the Unique Submission setting of your form to "No Check". You can do that inside Form Builder, then go to Settings > Form Settings and scroll down to Unique Submission. Choose No Check from the dropdown.

This will enable your users to submit the form more than once using the same browser/computer.
