Show hide logic not working on the form

This section in pic does not show any conditionally logic. But if you look at image 1 it seems to show logic to show it.

1) Why does it not show that there is logic tied to it.
2) Why does it alwayws show "Great it sounds like you need a Green General Pest" Text field even when ALL The condition is not meet?
