Can I create a one-time download link to a specific file?

We added a "certificate of completion" at the end of our Thank You page. We would like to make the evaluation and form a one time link. The form is a password protected PDF that can be saved and printed but we really don't want anyone sharing the link to the evaluation or the form.  

Unfortunately, this feature is not available, the links can be only added to the form itself, thank you pages or emails. 

You may alternatively use a tool to generate the link for you which can expire, here is an example that may work: https://1ty.me/
