Two questions technically:
What is the lifetime of a file uploaded? Does it delete after a certain amount of time or does it need to be manually deleted?
Also, what happens if you begin to approach to upload limit?

Thanks for posting your inquiries here.
The lifetime of the upload is indefinite until you chose to delete them. This is true in Free and Paid accounts except for Guest accounts.
If you reached your upload limit a notice will appear that you reached or are almost reaching the limit which will offer you an option to upgrade your plan. If this happens, all your forms are temporarily disabled until you delete some files to free some storage or upgraded to a higher plan. However, this is different on your submissions counter as it will not decrease even if you delete some submissions.
