How do I see people that submitted forms but that are pending payment?

If your users submitted the form, payments should appear in your payment dashboard (depending on which payment integration you used).

We have pending submissions option, but that's for PayPal if someone comes to your form, clicks on submit and then closes the browser when she sees the PayPal login form, that becomes a pending submission.

There is no way for you to get paid for a pending submission by clicking on Complete button.
