Is there a way to ensure that paypal payment is collected before email with info is sent?

Hello, I am planning on creating a form which requires information collected from the customer which will be going on an ID card type product. Each card costs 5.00. When testing out the form, I submit the information and am brought to paypal checkout. My question is regarding the fact that though I have receieved the form information, I have not yet receieved the payment at that time. How can I keep track of who has submitted forms and who has paid vs. if someone decides to back out and not pay. It seems like it may get confusing. Is there a way that the form submission/ email can be sent after the payment goes through? Or is there a way to link up paypal order # with form numbers? Please let me know as soon as possible. Thank you!

The email notification actually coincide with the successful completed payment.

Meaning, you will not received email notification if the user back out / not pay.

You can find all incomplete payments by going to My Forms / Submissions and Incomplete Payments. This is the way for you to know those that attempted to submit the form but did not bother completing the payments.
