How can I create workflow in one question in Jotform.

Forexample,

Employeee filled in data in form and submit ,then this question and detail sent to

employee's supervisor number1.  and  then supervisor number1 filled more data in the same question and submit , then workflow must be sent to employee's number2

but I saw my problem that is system had create notification email sent to supervisor number1 again (like mail before)
