How to save forms and continue later?

Hello!  I am using my forms to have Faculty complete them as a step in a proposal process for approval to take students abroad.  How do I ensure that when the links for the forms are available online, faculty are FORCED to create a log in to access the forms?  I want faculty to be able to re-visit the forms until they are complete, and not always need to start a new form if it is not completed in one sitting.  Does this make sense? 

To my understanding, you would like to let your users save their forms and continue to fill out the form later. It's possible to continue form later.

When you share your form to the user to fill out the form, it's not required to be login.
