I have a set of questions lets say numbered 1 to 10, however i want to randomize the questions for different users, so on a given day, lets say 2 users from the same separtment are taking the survey, the questions labaled number 1 etc would be different.

You may consider cloning the original form and change the question base on each number. Guide: How to Clone a Form from a Web Page.
Or, you may consider using our Conditional Logic Tool: Conditional Logic on Forms to hide certain questions and only show when your conditions are meet.

What i want is when you open the form, your question should be arranged differently than if i open the form. My number 1 should be your number 5 for example.

Unfortunately, I think that is something not possible. You may consider duplicating the form as suggested and re-arrange the question for each user or department.
With regards to the question as for the example given, unfortunately, that is not possible with Matrix Field. You may consider using Checkbox instead.
