I cleared my cache. I logged on and don't even see this page where it says

Build, settings, publish at the top, how do I get to that page?

help please!!

In order to open and view the Form Builder, you should click on the Create Form button. Then you should select the type of the form and the Form Builder will open. You can check and follow this guide:
