I have read many questions regarding this on your forum and there is conflicting information between the forum and the user guide. In the user guide under this section it indicates you can set up to process a payment where you don't have a Paypal account. How do I get my users to this PayPal site? In several of your response to forum questions you indicate you can only enter payments without a PayPal account using PayPal Pro, which is correct?
The Difference Between PayPal and PayPal Pro on Online Forms Added: September 14, 2012
Paypal is one of the payment tools offered by JotForm for users who wish to use their forms for accepting payments.
There are two types of Paypal payment tools offered by JotForm to users.
- Website Payments standard
- Website Payments Pro
People often ask, what are the difference between the two? Here are the known differences of the two Paypal payment types:
1. The Checkout Experience
When using Paypal Website Payments Standard, submitting your form will take you to the secure Paypal website for the user to login or pay by credit card.

Thank you for contacting us.
Let me please explain, the standard PayPal tool will redirect each customer to the PayPal payment page upon form submission, while the PayPal Pro tool can accept credit card payments directly from your web page.
Also, PayPal payment page can optionally show the Guest Checkout option. This option should be based on your PayPal account settings. You can find more information here.
Please feel free to contact us if you need any further assistance.

I have two forms set up the same, one gives me the optional Paypal account dialog, the other does not.
This one does not work
this one does work
The first one is active and there are submissions. Do I need to delete the payment info and rebuild it? Will I lose the submission dat if I do it?

Could it be because your credit card is already linked to your paypal account?
It was mentioned by the paypal support on the link provided by Mike_T
"Another reason this may be happening is the credit card you are using may already be linked to your PayPal account. In this case you would need to log into your PayPal account to complete the sale. "
I just checked the 2 forms you mentioned. They have 2 different paypal accounts setup. It is possible that they have different option settings. Please check that.
