Does your system alert basic package users if they get more than 100 submissions a month and queue the unsent submissions so that they are not lost? e.g. they are forwarded after upgrade?

We alert users through Email Message once 90% of their submissions limit is consumed. Also, your user won't be able to submit or can't see your form once you will reach the limit.
That's the process we have, we don't put submissions on queue once limit is reach.
