I am not having an iPhone to check issue at the moment. However, I am checking with our colleagues to test the form and the widget behavior. Once we have any information in this regard, we'll let you know here.

I have checked with one of our team members and when the Barcode scanner widget is tested on iPhone XR with iOS 13.2, it worked fine without opening any Safari windows.
We request you to provide us with a screenshot or screencast of the issue so that we can check further to assist you.
